Accounts Receivable Office, Instructions for Processing UC-608 State Transfer Invoices
The UC-608 State Transfer Invoice (STI) form is necessary when billing other State of Connecticut agencies. The State of Connecticut processes STIs through their financial system know as Core-CT. To ensure payments are received in a timely manner, the following steps should be performed:
Access to the writeable on-line STI form:
- Click on UC-608 State Transfer Invoice (STI) using the button above or Click Here
- Open the file
- A blank STI opens and you can begin typing your department information
For purposes of these instructions, below is an example of the necessary information provided on a STI form:
Field (1) - Invoice Number – This field should remain blank as an invoice number will be generated automatically in Core-CT. You will be notified of the invoice number via email once set up in Core-CT.
Field (2) - Creditor Business Unit – This field should encompass the University department address receiving the funds, for example:
University of Connecticut

Field (3) - Debtor Business Unit – This field should include the State of Connecticut Agency that is sending funds to the University department, for example:

Field (4)-(22) - Chartfield-Completed by Debtor Department/Debtor Business Unit Acceptance – These sections are left blank for the debtor agency to complete.
Field (23) - Date – In this field, enter the date/date range the charge occurred/will occur.
Field (24) - Description - Enter the purpose of the billing and include as much detail as possible.
Field (25) - FRS Account Number – Enter the FRS number to which the funds will be deposited once received by the other agency. If you are not certain of the correct subcode, contact the Accounting Office at 860-486-3780.
Field (26) - Subcode – Enter the FRS sub-code associated with the FRS account. If you are not certain of the correct subcode, contact the Accounting Office at 860-486-3780.
Field (27) - Amount – Enter the amount of the charge(s).
Field (28) - Prepared By – Enter the name of the individual completing the form.
Field (29) - Telephone – Enter the telephone number of the individual completing the form in the event our office has questions.
Field (30) - Date – Enter the date the form is being prepared.
Once the above fields are input, save and forward the completed document as an attachment via email to the Accounts Receivable Office at accountsreceivable@uconn.edu. The Accounts Receivable Office will set up the STI in Core-CT, email the STI to the debtor agency and copy your department making you aware of the Core-CT generated STI number.
Please monitor your University accounts for receipt of payment.
