Title IV Financial Aid Waiver

What are Title IV funds?

The Department of Education has implemented federal regulations that authorize this University to administer Title IV financial aid funds. Title IV funds are financial aid you may receive in your financial aid package from the University and include:

  • Federal Pell Grant
  • Federal Supplemental Education Opportunity Grant (SEOG)
  • Federal Perkins Loan
  • Federal Education Loan Program
  • Stafford Loan Program-Subsidized and Unsubsidized
  • Parent Plus Loan
  • Federal Work Study Program

Federal regulations stipulate that Title IV financial aid funds cannot be applied to your student account until ten (10) days prior to the first day of classes. Federal regulations further require that the University apply your Title IV financial aid funds to ‘allowable charges’. The University also allows many departments to assess charges to your student account in order to consolidate billing. These charges would be considered 'non-allowable charges'. Federal regulations require the University to obtain your authorization to apply your Title IV financial aid to all charges (allowable & non-allowable) appearing on your student account, not including finance charges.  (Finance charges include, but are not limited to, late fees, returned payment fees, and payment plan enrollment fees.)

Allowable charges:

  • Tuition
  • Mandatory fees
  • Room and Board, if contracted with the University

Non-Allowable charges include:

  • Husky One Card charges
  • Husky Book Bundle
  • UConn Sponsored Health Insurance
  • Health Service Fees
  • Late fees
  • Lab Fees
  • Parking Fines/Fees
  • Housing/Kay/Damage Fees
  • Library Fines/Fees

Does the Title IV Waiver need to be signed each year?

No. The authorization remains in effect while you are a student at UConn. It may be rescinded or changed by sending a written request to the Office of the Bursar by emailing bursar@uconn.edu

Yes, I authorize my Title IV funds to cover fee bill charges!

Your permission to authorize financial aid to pay for these charges will expedite the settlement of your student account. If authorization is not received prior to the settlement due date, the Title IV financial aid funds will not be applied to all charges. This may result in an outstanding balance on your student account and cause late charges to be assessed.

You are not required to give authorization but if you do; once the authorization is signed, the Secretary of Education considers the initial authorization to continue to be valid for future years. You may cancel the authorization at any time by submitting your request in writing to the UConn Bursar’s Office. The cancellation is not retroactive and will take effect on the date that we receive it from you.

Example

Student authorized Title IV funds to cover miscellaneous/ non-allowable charges by completing the Title IV Waiver!

1. Student is receiving financial aid.

2. Student completed the Title IV Waiver.

3. Enrolled in the Husky Book Bundle.

4. Financial Aid is allowed to cover the Husky Book Bundle due to student authorizing Title IV funds to be used towards miscellaneous/non-allowable fees.

 

No, I do not want to authorize Title IV funds to cover my non-allowable (miscellaneous) fees!

If a student says “No,” a billing statement will be issued requesting payment for those other items. Please keep in mind that if you do not sign this statement, you, the student, will become liable for all charges not covered by financial aid.

If you do not grant authorization, your federal financial aid and loans cannot be used to pay for charges other than tuition, fees, University housing and meal plans and any excess aid will be refunded to you. Therefore, you may receive a refund and may simultaneously be sent a bill for any charges that could not be paid with your Title IV aid. Receiving a refund does not indicate that there are no pending charges on your account.

Example

Student did not authorize Title IV funds to cover miscellaneous/non-allowable charges.

1.  Student is receiving financial aid.

2. Student did not complete the Title IV Waiver.

3. Enrolled in the Husky Book Bundle.

4. Financial aid is NOT allowed to cover the Husky Book Bundle.

5. Student may receive a refund for Husky Book Bundle. If you ask for a set amount of aid that included the Husky Book Bundle, a refund will be issued due to not filling out the Title IV Waiver and will then owe it back. UConn MUST refund the excess funds, unless permission is granted to do otherwise.

6. Student NOW RISKS OWING back the Husky Book Bundle Fee. If the student owes back, they now risk receiving Bursar Holds and Late Fees for not paying the full balance by the fee bill due date.

What if I change my mind after submitting the Title IV Waiver?

You may cancel the authorization at any time by notifying the Office of the Bursar by emailing bursar@uconn.edu. The cancellation is not retroactive and will take effect on the date that we receive it from you.
